Interestingly, this is true of nonbusiness settings as well. I worked for 20 years in a public high school that had exactly this problem. And 90% of the the problems were all caused by administration, not unionized teachers. Human nature is the same in all areas of life: people want power over other people rather than wanting to cooperate to make things better for everyone.
