If you lived in the US, you could probably sue him for pain and suffering as well as child support arrears. And you could probably find an attorney to take on your case without a retainer. He or she would negotiate a percentage of your pain and suffering settlement.
We are a litigious society, but sometimes it works in ordinary people’s favor.
I wish you could do something to make him pay without giving him access to your daughter. Sigh.
